Job Description

The primary purpose of this position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA). This announcement is for two Program Analyst positions: Change Management Lead and FEHR Deployment Lead. See the Preferred Experience identified in the Requirements - Qualifications section below.

**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions; and ensures the success of multidisciplinary teams to lead and manage informatics-related projects. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience for the Change Management Lead: Skills associated with medical doctor (MD)/osteopathic doctor (DO), registered nurse (RN), physician assistant (PA), pharmacist or social worker roles An understanding of how people go through a change and the change process Experience with and knowledge of change management principles, methodologies and tools Exceptional communication skills, both written and verbal Excellent active listening skills Ability to establish and maintain strong relationships Ability to influence others and move toward a common vision or goal Flexible and adaptable; able to work in ambiguous situations Organized with a natural inclination for planning strategy and tactics Problem solving and root cause identification skills Able to work effectively at all levels in an organization An understanding of organizational issues and challenges Experience with organizational change efforts Ability to lead and manage a team Preferred Experience for the Federal Electronic Health Record (FEHR) Deployment Lead: A solid understanding of VAMC/VAHCS organization Ability to quickly prioritize issues with cross-functional enterprise impact Organized with a natural inclination for planning strategy and tactics Continuous improvement mindset to support VA mission and vision across workstreams Excellent active listening skills Expertise in IT service management concepts including incident, change, event, problem, and account management Flexible and adaptable; able to work in ambiguous situations Problem solving and root cause identification skills Ability to work effectively at all levels in an organization Communication and project support experience Knowledge of enterprise EHRM and integrated non-EHRM systems Ability to deliver strategic program communications and EHRM updates Previous experience leading large-scale EHR implementations and/or deployment efforts across multiple facilities preferred Experience and knowledge of project management principles
