Lead Contract Specialist, MC-1102-3B

This position is located in the Department of Administration & Finance, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band MC-3B which is generally equal to GS-14.

**Qualifications:**
Selective Placement Factor (Screen out): All applicants must have completed requirements for Certification in Contracting (FAC-P) and delegation of contracting authority at or above the simplified acquisition threshold. (Certification must be submitted with your application). You must meet the following basic requirements for Pay Band 3b:A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. B. Completion of all mandatory training prescribed by the head of the agency for progression to Pay Band 4a or GS-12 or higher. C. At least 4 years of experience in contracting or related positions. (At least one year of that experience must have been specialized experience relevant to the position duties and comparable to the next lower level (MCC Pay Band 4a or GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: performing a variety of pre-award and post- award functions associated with the procurement of supplies, equipment, services and/or construction). NOTE: This experience MUST be well documented within your resume or application. C. Exceptions (Applicable to Status Applicants Only): Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4a or GS-13 to be eligible for pay band 3b.
