These positions are located in the Department of Veterans Affairs (VA), serve as a technical authority for a Construction, Facilities, and Management (CFM) Regional Offices located in Silver Springs, MD; Gurnee, IL; Vallejo, CA or Washington, DC with the Office of Facilities Acquisitions, Office of Construction & Facilities Management, within the Office of the Secretary.
**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026. You may qualify based on your experience and/or education as described below: Contracting Series, 1102, Individual Occupational Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. AND GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Serving as a senior-level expert, for complex, high-value, or urgent requirements. Overseeing preparation of procurement instruments; negotiates the terms and conditions of a contract. Reviewing work completed by contractors to ensure it meets contractual standards. Analyzing price or cost data to recommend specific contracting actions. Participating (formally or informally) in an acquisition team and/or integrated program/project team. GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Serving as a senior-level expert, for complex, high-value, or urgent requirements. Overseeing preparation of procurement instruments. Negotiating the terms and conditions of a contract. Reviewing work completed by contractors to ensure it meets contractual standards. Analyzing price or cost data to recommend specific contracting actions. Participating (formally or informally) in an acquisition team and/or integrated program/project team. Providing strategic, tailored advice to project managers, and resolving complex disputes. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level. Certification Requirements: The incumbent must have a current Federal Acquisition Certification in Contracting, Professional (FAC-C Professional or Defense Acquisition Workforce Improvement Act (DAIWA] as applicable [NOTE: Applicants must keep up with their required Continuous Learning Points (CLPs), to maintain certification]. To be found well qualified, applicants must meet the following qualifications: Demonstrate knowledge of Federal Acquisition Regulations (FAR), and other Federal acquisition regulations, such as VA Acquisition Regulation (VAAR), VA Acquisition Manual (VAAM), etc. Knowledge of acquisition principles, policies and processes pertaining to a major construction and/or Architect-Engineer acquisition program, a major supply chain, logistics or health care organization. Experience with a variety of contract types and purchasing types. Has experience mentoring and training contract officers and reviewing other contracting officers' work. Demonstrates ability to identify issues, recommend improvements, implements and deliver high-quality customer service.
