Job Description

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for l developing, implement, and ensure compliance with plans, policies, standards, architecture, infrastructures that establish the framework for the management of lnformation Technology policy and planning applications.

**Qualifications:**
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 12 grade level in the Federal service: Expert knowledge of public laws, regulations, and policies affecting Information Technology (IT) life-cycle management, strategic planning and investment control. Experience in identifying and addressing IT workforce planning, cost schedule management, risk management, quality management, and resource allocation for a wide range of IT management activities. Expertise in using, updating, and interpreting data from systems such as Risk Management Framework Repository and Information Technology Portfolio Repository. In-depth knowledge of identity management to build and deliver road maps covering credentialing and access control services. Experience in identity management, including the application of DoW and/or commercial access control solutions to maintain or build new applications and integrate associated identity platforms. You may qualify at the GS-14 if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 13 grade level in the Federal service: Mastery of public laws, regulations, and policies to serve as a senior advisor, shaping agency-wide IT strategy and ensuring compliance across the enterprise. Demonstrated leadership in directing and executing IT workforce planning, cost schedule management, and risk mitigation for large-scale, complex IT programs and activities. Senior-level expertise in analyzing and interpreting complex data from multiple enterprise systems to provide authoritative recommendations that guide senior leadership decisions. Authority in the principles of identity management to conceive, design, and direct the implementation of enterprise-wide strategic roadmaps for credentialing and access control. Experience leading the strategic integration of advanced DoW and/or commercial access control solutions to architect and secure next-generation applications and identity platforms. Requirements for the 2210 series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For current permanent DHRA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE four years and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DHRA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Time- Limited Appointment NTE four years, and extended in increments of up to one year, NTE a total of six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion.
