Organizational Location: This position is with the Department of Homeland Security, U.S. Customs and Border Protection, Office of Facilities and Asset Management's (OFAM), locations available in San Angelo, TX; Jacksonville, FL; Yuma, AZ; El Paso, TX; Laredo , TX; Tucson, AZ; Del Rio, TX; Aliso Viejo, CA; Euless, TX Salary: Salary listed reflects the rest of U.S. scale, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

**Qualifications:**
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing complex facility construction projects, including end-to-end procurement, design, and construction processes, while ensuring adherence to established budgets, schedules, and organizational goals. Serving as a Contracting Officer's Representative (COR), ensuring implementation of project goals and objectives by general contractors, internal teams, and other resolving emergent issues during project execution. Developing and executing project plans, including scope, schedule, budget, risks, and communication strategies, while collaborating with senior leaders. Utilizing advanced quantitative and qualitative methods, such as risk assessments, financial analysis, and performance tracking, to evaluate project success and report results to leadership and stakeholders. Identifying and resolving unique issues where no policy exists, taking innovative actions to address emergent needs, and recommending process improvements to enhance service delivery, reduce costs, and improve quality. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 04/20/2026. Incumbent serves as a Contracting Officer's Representative (COR) and must acquire a COR II certification within 18 months after onboarding. Some assigned portfolios may require COR III certification within 36 months of onboarding. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
