**Qualifications:**
GS-11: To be eligible at the GS-11 level, you must meet at least one of the following conditions, as defined below: specialized experience or education. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level and must demonstrate possession of each of the following basic competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Specialized experience is defined as experience that demonstrates the ability to provide IT customer support services, including installation, configuration, and troubleshooting of hardware/software and networked systems, and maintenance of internet servers and websites. In addition, providing user training and assistance on a variety of applications, resolving complex IT issues, and management of web design and legal compliance. Education: One of the following types of education: a PH.D or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree. This education must have been in one of the following fields OR must have provided a minimum of 24 semester hours in one or more of the following fields and must have required the development or adaptation of applications, systems, or networks: Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics, or Technology Management. Basic Requirements for All Applicants: Information (IT) related experience, obtained through paid or unpaid experience and/or completion of specific, intensive training, demonstrating each of the following competences: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Special Employment Consideration - Persons with disabilities, veterans with a compensable service-connected disability of 30% or more, certain other veterans, spouses of certain members of the armed forces, and returning Peace Corps volunteers are examples of individuals who are potentially eligible for non-competitive appointments.
