The primary purpose of this position is: To exercise second level supervisory and managerial authority over the Military and Family Readiness Center assigned to the 802d Force Support Squadron. Serves as consultant to commanders and installation level leadership on matters related to personal and family readiness.

**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Develops goals and objectives that integrate organization and integrated Airman and Family Readiness Flight objectives. Keeps senior management informed of program progress and advises leadership of any significant developments that may impact plans. Develop capital improvement, short and long-range plans; secures and maintains equipment, facilities, and supplies. Executes budget in accordance with fiscal guidelines and prescribed timelines. Provides recommendations to senior managers in overall planning and facilitates cross-functional communications within the organization. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, to eliminate work problems or barriers to mission accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Establishes community relationships and develops partnerships which enhance services available to installation members/families. Coordinates needs of installation members and families with community partners to increase availability of and access to community support. Ensures proper balance of center-based and unit-based activities and educational programs and service are provided. Leads or contributes to other agencies leads for installation-wide programs or events developed and implemented through the Integrated Delivery System (IDS) to enhance family programs, unit or family readiness or resilience. Provides oversight and directs Emergency Family Assistance Center (EFAC) operations during/following a hazardous incident when directed by installation leadership. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Explains performance expectations to employees, provides regular feedback on strengths and weaknesses, and holds employees accountable. Provides a work environment that is free from all forms of discrimination, harassment and retaliation. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of concepts, principles, theories, and practices relating to social or behavioral science. 2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 3. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures. 4. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
