The primary purpose of this position is to serve as a clothing designer, performing design duties in support of a wide variety of developmental and sustainment program/projects. This position leads a design team of lower graded engineers/technicians from a variety of disciplines and technical staff on larger more complex projects.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/tabs/group-standards/ BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- textile technology, tailoring, clothing design, clothing production, anthropometry, anatomy, or physiology. Other Education: Successful completion of a 4-year vocational high school course in the garment trade, tailoring, or clothing design is equivalent to 1 year of general experience. NOTE: Transcripts must be included. OR Experience in the design and development of highly tailored outer garments or specialized occupational clothing such as aviators' and paratroopers' clothing, submarine escape suits, coveralls, field jackets, helmets, footgear, or other clothing for a particular functional or occupational purpose. Experience must have demonstrated knowledge of layout and fabrication methods. Specialized experience must have involved primary pattern making or grading. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in Reviewing and evaluating technical products such as design of garments, recommended textiles and specifications. Analyzing requirements involving the design or improvement of uniform items. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in applying an extensive body of laws, rules, regulations, policies, procedures, techniques and methods of clothing design. 2. Professional knowledge of the characteristics of materials fabrics, and finishes with respect to protection, comfort, appearance, ease of fabrication, porosity tensile strength, and moisture resistance. 3. Technical knowledge of the principles and techniques of garment, pattern making, and grading. 4. Ability to plan, organize, monitor and control functional and protective uniform programs. 5. Must possess a unique ability to utilize different techniques of measuring and fitting garments. IDEAL CANDIDATE: The ideal candidate is established as Subject Matter Expert (SME) in innovative garment design, construction techniques, pattern making, illustration, textiles, and garment/fabric testing procedures. Proven success as project leader in the planning, organizing, and leading of clothing development projects. Experience with sourcing in the US clothing and textile industry for materials and manufacturers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
