Job Description

The Program Examiner serves as a senior examiner & expert in the Office of Management and Budget (OMB) for all matters pertaining to a specific area of assignment. The incumbent plans, conducts, and completes special analyses and studies to support budget, legislative, management, financial management, procurement, information resources and regulatory policymaking for major federal programs and issues. The incumbent analyzes program plans & operations & policy matters, performance.

**Qualifications:**
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1) drafting and presenting succinct written products to describe and summarize analyses, policy options and implications, and recommendations on such issues; 2) utilizing advanced analytic methods, such as applied economics, econometrics, finance, statistics, financial management, budget analysis, or cost-benefit analysis; AND 3) developing strategies to improve the effectiveness of programs and program operations. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1) performing objective qualitative and quantitative analyses of policy, budget, and programmatic issues; 2) applying analytical and evaluative methods to improve effectiveness of programs, leading the development and presentation of recommendations to higher-level decision makers; AND 3) independently drafting and presenting both succinct and more in-depth written products to describe and summarize complex analyses, demonstrating policy options and implications, and developing strategies for audiences with differing levels of expertise to improve the effectiveness of these or similar programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
