The primary purpose of this position is to serve as command advisor, focal point, and functional mobilization program analyst for HQ Air Force Reserve Command (AFRC) Force Generation Center (FGC) Force Division, on all matters concerning mobilization/adaptive planning and the management of the Aviation and Maintenance and/or Agile Combat Support (ACS) mobilization process

**Qualifications:**
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes aspects of implementing HR policies, practices and processes such as research, development, planning, organizing, and recommending new and innovative programs; knowledge of organizational development and manpower and personnel systems; and managing complex appraisal systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of both Active Duty and Reserve Air Force command structure, missions, programs, and organizational relationships, plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, and to support the gaining MAJCOMs wartime mobilization and operational requirements. 2. Mastery knowledge of multiple, complex, and broad AFR activation and mobilization principles, laws, policy, regulations, and guidelines in order to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with laws, rules, and regulations established by Congress, DoD, and Air Force. 3. Must be able to expertly interpret multiple, complex, and broad AFR activation and mobilization principles, laws, policy, regulations, and guidelines to develop specific tactics, techniques, and procedures for the measurement and improvement of effectiveness and productivity in the administration of programs within AFRC. 4. Must be highly capable of serving as program and/or project lead to conduct extensive analytical studies for the purpose of realigning functions or responsibilities, adjusting AFRC efforts or programs, or revising policy and regulations. 5. Must be able to articulate comprehensive data and confidently interact with high-ranking governmental officials within AFRC, external agencies, MAJCOMs, staff that may involve significant or controversial matters. 6. Knowledge and ability to communicate clearly and concisely both orally and in writing, in order to present in depth mobilization briefings and conduct complex mobilization process training to individuals within and external to AFRC. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
