The primary purpose of this position is to serve as the Associate Career Field Manager (CFM) for the C&IT Career Field. This position reports directly to the Civilian Cyberspace CFM; it is not a continuing position and assignment duration is limited to 36 months.

**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position includes applying the Federal, DoD, and organizational planning, programming, and budgeting process (PPBS) and thorough knowledge of organizational program goals and objectives; high skill in evaluating and comparing cost benefits, cost projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to high levels of management; and skill in negotiating effectively with management to accept and implement recommendations. To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service. In depth knowledge of the mission, operating programs, and organizational structure of the career program's functional community on an AF-wide basis. Expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned programs in support of the staffing and career development of career program positions and employees. Expert knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key functions within the Air Force and DoD. Wide ranging knowledge of DoD and Air Force concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within the Air Force. General knowledge of personnel policies and practices, to include staffing, job assessments and employee development. Knowledge is applied to the design and conduct of comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance. Study objectives are to identify and propose solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. Knowledge is applied in preparing recommendations for legislation to change the way programs are carried out; in evaluating the content of new or modified legislation for projected impact upon C&IT force development programs and resources; and/or in translating basic legislation into program goals and actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of policies, practices, regulations and laws concerning program management, force development, information technology, talent management, and cyberspace. 2. Knowledge of the mission, roles, functions, organizational structures and operation of the Department of Defense, Air Force and other organizations that govern, interface with and/or influence utilization of the Civilian C&IT Career Field. 3. Skill in managing and coordinating complex activities, gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. 4. Ability to analyze, plan, and adjust workload of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to develop and maintain effective, productive relationships with peers, associates, and senior leaders across the Air Force, DoD, and other Federal Agencies. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and write about highly complex technical and possibly sensitive issues prepared for senior management officials. Includes ability to give briefings, chair meetings, lead task forces and prepare reports at the General Officer/SES level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
