Job Description

The position is in the Architect of the Capitol, Office of the Chief of Operations, Executive Director of Facilities Operations, Senate Office Buildings (SOB). As a Business Operations Manager, you will oversee a $145M-184M annual budget for facility maintenance, facilities services and construction programs. Support the SOB jurisdiction with finance, acquisition, procurement, material management, human capital development, and strategic planning and execution.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-14 Grade level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include performing 4 out of the 5 tasks listed below on a regular and recurring basis: (1) Overseeing and managing budget operations, including long- and short-term budget formulation and execution for an organization or a portfolio of projects. (2) Overseeing and managing the identification of project requirements, development of programming documentation for budget submission, and establishment of procurement strategy packages. Managing procurement activities including purchase card programs, contracts, and material management programs. (3) Performing reviews to plan, develop and execute organizational structure changes, processes, and strategic initiatives to improve operations and organizational effectiveness. (4) Ability to provide leadership responsibilities including performance management, employee development, and discipline for a diverse team of tradespeople and professionals. (5) Experience in preparing reports, correspondence, memoranda, and responses to executive staff. (6) Analyze and review policies, directives, instructions, and regulations to develop, revise, implement, and interrupt Standard Operating Procedures (SOP) to determine their impact on a Jurisdiction and its programs and activities.
