PROGRAM ANALYST

You will serve as a PROGRAM ANALYST in the office of the Department of the Navy Principal Cyber Advisor (DON PCA).

**Qualifications:**
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - You should have experience and understanding of the Department of the Navy Planning, Programming, Budgeting, and Execution (PPBE) processes and programming requirements, assessing proposed changes to programs, identifying issues, develop new approaches and solutions to resource problems, and providing recommended solutions. - You should have the knowledge, skills, and abilities to assist in Program Objective Memorandum development, prioritization, impact analysis, and defense of programs. - You should skilled supporting budget execution. - You should be skilled in written and oral communications to develop policy and program technical and programmatic assessments, lead groups, and negotiate compromises on opposing positions. - You should have the ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational activities.
