Job Description

The purpose of this position is to assist the Assistant Director (AD), SEPS in coordinating the day-to-day activities of the 24-hour Justice Command Center and supervises the Emergency Actions and Telecommunications Specialists responsible for the 24-hour watch. This position is responsible for providing crisis management plans and procedures, and monitoring, reviewing, inspecting, and reporting on plans and procedures.

**Qualifications:**
To qualify for the position of Telecommunications Manager, at GS-0391-14you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. Basic Requirement: Undergraduate and Graduate Education - Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You MUST provide your transcript with a conferred date and degrees awarded information. If the conferred date and degrees awarded information is unavailable, you must provide a copy of the diplomas. OR Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-to-month basis. You MUST provide your transcript for verification. OR Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology, must be demonstrated within your resume. AND Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal service. Specialized experience is defined as conducting tests and/or exercises to determine emergency readiness status; developing standards and criteria for crisis management programs; and utilizing telecommunication systems (voice, data, and/or video) in the even of an emergency. You MUST meet all qualification requirements, including time-in-grade, by the 04/28/2026 of this announcement.
