Job Description

This position is in Director's Office-Public Affairs Office at the Lexington Health Care System (LVAHCS) Bowling Campus, in Lexington, KY. In this position you will serve as a public affairs specialist and will be responsible for developing, coordinating, and carrying out a sound public communications and engagement program to communicate agency policies, programs, services, and activities.

**Qualifications:**
To qualify for this position you must possess at least one of the following: EXPERIENCE: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a GS-11 Public Affairs Specialist and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes: participating in day-to-day public affairs activities; serving as a facility spokesperson; responding to media inquiries; developing and managing internal and external communications, publications, etc.; briefing members of the general public, media, etc.; and coordinating special events, press conferences, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR EDUCATION: Must have a successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Must have an equivalent combination of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
