The primary purpose of this position is to provide financial analysis on budget estimates to aid management of daily operations, identify key performance metrics to assess the financial position of the organization and develops strategic plans for future operations by incorporating current and historical financial performance into future budgets.
**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes experience formulating, developing, and executing budgets, financial plans, and multi-year programs required to fund and meet resource requirements; Monitoring and reporting on the status of work in progress and reviewing completed assignments for accuracy and quality; Recommending and implementing budgetary policies to include preparing annual budgets, analyzing program funding, and conducting studies to evaluate the effectiveness of current or projected forecasts; Facilitating audits in support of capital investments and asset management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of organizational goals and mission requirements. Ability to lead, guide, motivate, and direct employees of CIP Team to include internal and external stakeholders. Knowledge of financial management systems, concepts, and the logistical procedures and aspects of the Capital Investment Program (CIP) objectives. Ability to manage projects or programs from inception to completion, including planning, organizing work, and meeting deadlines. Skill to gather and analyze data to prepare budget information, developing plans and strategies governing implementation, develop alternatives and courses of action, make recommendations to resolve budget/funding problems, interpret financial reports and schedules, review, analyze and evaluate program performance to formulate, justify and develop timely and economical solutions to execute assigned budget. Knowledge of standard procurement and acquisition processes, as well as their governing regulations, policies, and procedures. Knowledge of cost and economic analysis principles, techniques, and practices. Ability to communicate effectively, both orally and in writing, and interact effectively at the highest levels to achieve stated positions or make an adequate case for a particular strategy which may not be readily accepted, but which is the best solution to achieve overall Complex goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
