**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: 1) Possess knowledge at the mastery level of academic/educational concepts and processes, a demonstrated skill in teaching and scholarly research, a broad knowledge of educational institutional effectiveness, accreditation, educational research/inquiry, academic program outcomes processes and procedures, knowledge of both academic and military cultures and to effectively apply advanced educational theories, principles and concepts; 2) Possess knowledge of safety and security regulations, practices, and procedures; 3) Possess skill in managing and coordinating complex activities, gathering facts, and using effective analytical and evaluative methods to accurately assess information and make sound analytical and problem-solving decisions; 4) Possess the ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; 5) Possess the ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; and 6) Possess the ability at the executive level to serve effectively and bring about strategic change as a leader, influencer, advisor and consultant within area of expertise across multiple levels; and to demonstrate skill in communication, verbal and written, using a range of message formats to audiences from tactical to strategic, in moving people toward meeting the organizational vision, mission, and goals, facilitating cooperation and teamwork. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge at the mastery level of academic/educational concepts and processes, a demonstrated skill in teaching and scholarly research, broad knowledge of educational institutional effectiveness, accreditation, educational research/inquiry, academic program outcomes processes and procedures, knowledge of both academic and military cultures and to effectively apply advanced educational theories, principles and concepts. Skill in managing and coordinating complex activities, gathering facts, and using effective analytical and evaluative methods to accurately assess information and make sound analytical and problem-solving decisions. Ability to plan, organize, and direct the functions, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations, of one or more organizational segments to meet program requirements and objectives with available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
