The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership abilities of an identified high potential, mid-level manager/executive, while contributing support to the mission and function of the organization. This is not a continuing position and assignment duration is limited to 36 months.

**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Services programs, coupled with expert knowledge of procedures, methods, and publicity techniques of business operations, including the development of contracts and community wide event planning within functional areas such as: hospitality, food and beverage, clubs, lodging, fitness facilities, outdoor recreation (e.g., golf courses), bowling centers, and community centers, to develop, revise, and advise on programs to meet goals and promote patronage within available resources. Additionally, possess expert analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered, to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems. To be creditable, the specialized experience must have been at the GS-12 level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Services programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities. 2. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems. 3. Knowledge of policies, procedures, methods, and publicity techniques of business operations, including the development of contracts and community wide event planning within functional areas such as: hospitality, food and beverage, clubs, lodging, fitness facilities, outdoor recreation (e.g., golf courses), bowling centers, and community centers, to develop, revise, and advise on programs to meet goals and promote patronage within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures across a major military command or comparable organization to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Knowledge of appropriated and nonappropriated fund programming processes, practices, and procedures to justify and recommend budget submissions. 6. Skill in communicating, both orally and in writing, to provide consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
