The primary purpose of this position is to serve as Wing Security Programs Specialist for the 33 FW, 33d Operations Group and its subordinate squadrons providing oversight, guidance and management of Sensitive Compartmented Information (SCI), Special Access and collateral security programs in multiple disciplines, protecting resources from espionage, terrorism and threats of unauthorized disclosure.
**Qualifications:**
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of security concepts, principles, and practices such as would be gained through relevant graduate study or experience; knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs; and of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to ensure adequate planning for information security and other controls. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the integrated organization's mission to advise commanders, wing personnel, and visitors on security facilities, equipment, alarm installation, maintenance, and use. 2. Extensive knowledge of physical, information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas. 3. Knowledge of required sensitive compartmented information (SCI) security procedures, similar background in collateral Security Manager processes, special access program (SAP) and Foreign Disclosure responsibilities. 4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the Wing. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to plan, organize work, and meet deadlines; and to communicate orally and in writing, clearly, concisely, and accurately. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAP). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Department of Defense Security Fundamentals Professional Certification, conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 4. This position is indexed as requiring a Tier I, Security Fundamentals, DoD Certification. Employee must obtain the required certification within one year of entering on duty in this position or obtain an approved time waiver. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
