Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is: To support the Air Force's only dual nuclear wing base as the 5th Civil Engineer (CE) Operations Flight Workforce Manager.

**Qualifications:**
Conditions of Employment cont. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Equipment Facilities and Services Series 1601 positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply the full range of principles, concepts, practices, procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Management. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities. Knowledge of UCC activities during exercises and/or contingency operations. Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services. Knowledge of safety and security principles for government facilities organizations. Knowledge of basic facility programming; governing documents such as AFIs, DoDIs and UFCs; work classification and prioritization, Civil Engineering organization and hierarchy, and Civil Engineering policies, procedures, playbooks, and guidebooks. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or LL.B. or J.D., if related. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in asset management principles and practices as it applies it applies to operations management and requirements and optimization activities. Knowledge of civil engineering's work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering's work centers and type of work performed by each type of work center. Knowledge of computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of rules, procedures, and operations applicable to real property management and financial management. Proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data, use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations. Knowledge of and ability to apply safety, security, and environmental standards, regulations and requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
