Job Description
The Regional Health Services Administrator (RHSA) supervises health service administrators within ICE Health Service Corps, ensuring compliance with policies, accreditation, and quality care delivery. Duties include administrative oversight, personnel management, contract monitoring, resource allocation, and emergency planning. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Job Requirements Continued Government Technical Monitor Serves as a resource to Government Technical Monitors for all contracted services at the facility, to include: personnel/staffing services, translation services, laboratory services, biological and hazardous waste disposal services, air management services, medical and dental equipment inspection and recalibration services, radiology services. Ensure facilities have systems in place to monitor on-site contracts to confirm services rendered are consistent with the contract. Collaborates with the headquarters contracting officer representative (COR) to ensure compliance with Federal Acquisition Regulations (FAR) policy for purchase, procurement, and appropriate implementation of all contracts to include any technical or contractual difficulties encountered during vendor performance. Serves as secondary liaison for dosimetry services, language services and laboratory services contracts. Accreditation/Policy Administer, enforce, and monitor policies, procedures. Identify objectives of all programs established by IHSC to include: 1) staffing, training, and records management; 2) clinical, nursing, mental health, pharmacy, and dental services; 3) medical records and administration; 4) quality assurance programs; and 5) safety and security, public health, and environmental control standards. Review and approve the implementation of local operating policies and procedures in collaboration with regional triad. Coordinate with IHSC Office of Policy (IOP), review, and edit policies to prepare executive leadership recommendations for the healthcare delivery system. Monitor compliance with all required elements of DHS/ICE/IHSC policies, regulations, and accrediting body standards (ACA, NCCHC, PBNDS, FDS) by overseeing operations, conducting internal assessments, and providing guidance as needed. Ensures all employees receive an in-depth initial orientation and annual refresher training. Monitoring and Reporting Requirements Monitors and directs all required programs, documentation, reports, and mission related data in accordance with established timelines, policy, and accreditation standards. Monitors and reviews incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly, to include reporting to IHSC leadership. Ensures all required meetings are held and documented in compliance with established policies and accreditation standards. Evaluates impact of health care delivery through monitoring of current organizational structures, management systems, and administrative functions. Taskings Serves as POC and liaison for HOU Taskings. Provides education and training to facility personnel on IHSC taskings process. Receives and evaluates regional taskings and delegates to appropriate facility or redirects to appropriate unit. Reviews, evaluates, and submits facility response/supporting documentation for accuracy and completeness. Manages tasking timelines and expectations. Resource Management Ensure the facility has systems and processes in place to account for government-furnished property and supplies, regularly inspecting to verify items are in serviceable condition and sufficient to meet mission requirements. Effectively communicates resource, equipment, space, personnel, and funding needs to the proper agency authorities with all required supporting documentation. Maintains continuity of contracted services to ensure daily medical facility operations. Serves as liaison with RMU assets to address contracting issues related to services and staffing contracts. Administrative Travel required up to 25% as directed by the Unit Chief of Health Operations. Serves as SME, providing consultation and support to IHSC HQ with time-sensitive data and information requests. Providing regional supervisory assistance/guidance supporting personnel related matters. Strategically addresses changes in operational tempo and requirements, communicating with and directing all stakeholders towards compliance. Assists with formulation and update of HOU Business Plan, Strategic Action Plan, Accomplishments, Info Paper, Sit Reps, Executive Dashboard review. Assists with and may lead special missions, projects, workgroups, and Agency initiatives as assigned by the Unit Chief of Health Operations. PHYSICAL DEMANDS: This position is considered hazardous duty in a detention setting. Required to walk unaided at a normal pace for up to 5 minutes and maintain balance. Required to jog/fast walk up to 1⁄4 mile. Requires physical exertion such as lifting objects greater than 30 pounds. Required to perform CPR/emergency care standing or kneeling. Must have the ability to assist sick, injured, or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self). Must be able to see, hear and smell with aids if necessary. Must be able to lift, push, carry 30 pounds, and perform repeated bending motions. Must perform the job duties in a stressful and often austere environment without physical limitations. Must be able to sit and/or stand for extended periods of time [6-8 Hours]. Must have average manual dexterity for computer operation. Must be able to use phone for extended periods of time.
