The primary purpose of this position is: To serve as the 35th Fighter Wing, Protocol Officer; assisting the Wing Commander, and other subordinate command staff with activities related to Protocol and the Protocol Office and area surrounding Misawa Air Base. The location of this position is: PACAF, 35th Fighter Wing (35 FW), Protocol Office (CCP), Misawa AB, Misawa Japan.
**Qualifications:**
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying knowledge of AF protocol/general protocol to plan/coordinate activities for general officers, distinguished civilians (e.g. congressional, presidential appointees, host country dignitaries and leaders, etc.) (2) have a high degree of judgment and discretion in expeditiously responding to taskers, Congressional inquiries, and correspondence (3) adept at dealing with people of all types, understand the interrelationship between the military and Congress, and must work efficiently and accurately under pressure, with a high degree of alertness, sound judgment, and intelligence. OR EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the rules of etiquette that apply to military and civilian leaders (foreign and US) and knowledge of the protocol requirements for DV code 4 or higher (foreign and US). Knowledge of the key positions at the Unified and Specified Command levels in the Pacific Command andknowledge of the positions in the governments of all countries in the Pacific Region. Knowledge of management's objectives and prioritized operational requirements. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing, complex ideas and instructions. Ability to plan, organize, and meet deadlines and master contingency planning under duress. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status. Physical Requirement - selectee is required to meet specific physical standards and medical requirements consistent with being able to perform the essential functions of the overseas position. Must possess and exercise a high degree of sensitivity, tact, expertise and diplomacy in dealing with high-ranking Air Force and DoD military and civilian employees, as well as equivalently high-ranking foreign personnel, family members and the general public.
