Job Description

You will serve as a Supervisory Program Analyst in the Command Services Department of NAVOBSERV.

**Qualifications:**
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying mastery knowledge of the concepts, principles, practices, laws, and regulations for personnel actions, workforce development, security management, government library services, records management and public affairs. Experience demonstrating knowledge of the relationships between subordinate and senior levels of management within the employing entity and/or between the organization and programs of other Federal departments. Experience demonstrating skills in providing confidential advice, guidance and authoritative consultant services throughout the organization on matters pertaining to human capital management, security incidents, and personnel issues. Experience showing mastery knowledge and skill in developing plans to ensure timely introduction of new or revised procedures and techniques into the Command's Training Program. Experience applying mastery knowledge of the objectives, organization, structure, mission, and program operations and organizational relationships of the U.S. Naval Observatory (USNO).
