Job Description
You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the Business and Strategic Planning Office (Code 1200), Business Operations Division (Code KA1220) of NORFOLK NAVAL SHIPYARD.
**Qualifications:**
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a full range of labor and employee relations theories, principles, methods and techniques to a wide variety of difficult and complex assignments. Experience with a wide range of theories, principles, laws, rules and regulations and procedures applicable to other human resources functional areas to identify interrelated problems, draw conclusions and recommend appropriate course of action. Experience with general human resources management principles, the sunsetted federal personnel manual and/or its successor documents from OPM, third party case law and related resources and all human resources regulations with special emphasis in the area of labor and employee relations and EEO. Experience with functioning as a liaison between customers, command personnel and applicable OCHR operations staff. Experience with the Civil Service Reform Act and EEO affirmative action regulations. Experience with preparing and presenting findings and recommending relevant to difficult and controversial issues and developing and presenting third party cases and developing and providing training and/or preparing instructions.
