Job Description

You will serve as a Supervisory Scientist (Geographer) in the Geographic Information & Services Branch of the Explosion Effects and Consequences Division of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

**Qualifications:**
Selective Placement Factor (SPF): Incumbent must be currently certified as a Geographic information Systems Professional (GISP). In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (ND-02 OR GS-05 thru GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional Geographer: 1) Wide application of Geographic Information and Services (GI&S) from concept formulation to product delivery such as the ability to plan, design, develop, acquire, document, test, implement, integrate, deploy, maintain, and modify, and presentation of GI&S to meet Navy, DoD, and federal agency requirements; 2) Knowledge of the Explosives Safety Siting (ESS) software, 3D data collection techniques and modeling, unmanned aerial systems, or other GIS applications for the overall project such as procedures and workflows of software development, maintenance, testing, deployment, support, and training; 3) Project Management experience to include working with proposals, scopes of work, memorandums of agreement, cost/time estimates, scheduling, budget analysis, resource planning, and/or workload management; 4) Experience coordinating GI&S projects from start to finish within time, budget, resources, IT, and contact constraints while working in collaboration with DoD agencies, contractors, and working groups; and 5) Utilizing best practices associated with the design, development, implementation, documentation, training, and/or deployment of GIS centric services such as mapping applications, databases, client/server networks, and cloud environments.
