Job Description

The position is located in the Office of Resolution Management (ORM). ORM is delegated responsibility for EEO counseling functions associated with employment discrimination and for receiving, investigating, and processing complaints of discrimination. These responsibilities are not further delegated to VA administrations and staff offices.

**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2026. Grade Requirement: IAW 5 CFR. 330.607, CTAP eligible applicants must hold a GS-14 position. This must be supported by the SF-50. You may qualify based on your experience as described below: Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using advanced data analytics and statistical methods to evaluate programs and operations; Designing and implementing dashboards, reports, and visualizations for executive decision-making; Designing and implementing SharePoint sites for executives; Extracting, transforming, and analyzing complex datasets using tools such as SQL, R, Python, Excel, or SAS; Leading or coordinating data projects with cross-functional team. You will be rated on the following Competencies for this position: Technical knowledge and experience Leadership in analytical projects Communication and presentation skills Problem solving related to organizational performance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
