Job Description
Serves as Budget Analyst for the medical center operating budget, including all phases of program planning and analysis. Incumbent determines requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget.
**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS7 position you must have served 52 weeks at the GS5. For a GS9 position you must have served 52 weeks at the GS7. For a GS11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans. Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives. Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations. Prepares documents needed to process budget estimates. Drafts reports that detail the purposes for which funds were obligated and expended. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and a bachelor's degree. Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans. Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives. Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations. Prepares documents needed to process budget estimates. To qualify based on education for this grade level you must have a Master's or equivalent degree or 2 years of progressively higher level graduate education leading to such a degree. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and more than 1 full year of graduate level education. GS11 Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages. Assists in the preparation of instructions pertaining to format, content, and underlying policy assumptions for facility preparation and submission of monthly budget operating plans. Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives. Performs preliminary analyses of budget requests, and compiles data to be used for forecasting obligations. Prepares documents needed to process budget estimates. Drafts reports that detail the purposes for which funds were obligated and expended. Conducts limited analyses to develop required data and information for reporting purposes; and drafts brief factual administrative reports. Develops monthly analyses of program actual and possible trends, with detailed explanation of significant deviations OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and more than 2 full years of graduate level education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with some carrying of light items such as files.
