Job Description
This position is assigned to the Non-appropriated Fund Chief Information Officer, NAF Systems Division; Commander, Navy Installation Command, Millington, TN. The incumbent is responsible for leading the evaluation, analysis, configuration, and delivery of network or system administration for enterprise applications across CNIC NAF operations. The position ensures network connectivity, system operational readiness, and user support in accordance with Navy policy for NAF employees and customers.

A qualified candidate possesses the following: Five or more years of progressively responsible specialized experience with network and systems administration in support of enterprise-level IT environments. Mastery of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption), including symmetric key rotation techniques and concepts. Mastery of local area and wide area networking principles and concepts, including bandwidth management, different types of network communication (e.g., LAN, WAN, SD-WAN), and Wi-Fi. Mastery of measures or indicators of system performance and availability. Mastery of performance tuning tools and techniques. Mastery of server and client operating systems. Mastery of systems administration concepts. Mastery of the enterprise information technology (IT) architecture. Mastery of the type and frequency of routine hardware maintenance. Mastery of Virtual Private Network (VPN) security and remote access technology concepts. Mastery of virtualization technologies and virtual machine development and maintenance. Mastery of organizational information technology (IT) user security policies (e.g., account creation, password rules, access control). Mastery of system administration, network, and operating system hardening techniques. Mastery of network security architecture concepts, including topology, protocols, components, principles (e.g., application of defense-in-depth), and common attack vectors on the network layer. Mastery of systems engineering and server administration theories, concepts, and methods. Mastery of system/server diagnostic tools and fault identification techniques. Mastery of network protocols such as TCP/IP, Dynamic Host Configuration, Domain Name System (DNS), directory services, and how traffic flows across the network (e.g., TCP/IP, OSI model, ITIL). Mastery of principles and methods for integrating system components, including integration principles and techniques for assigned systems with other enterprise applications. Mastery of computer networking concepts and protocols, network security methodologies, and network tools (e.g., ping, traceroute, nslookup). Mastery of risk management processes (e.g., methods for assessing and mitigating risk). Mastery of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy. Mastery of cybersecurity and privacy principles, including those used to manage risks related to the use, processing, storage, and transmission of information or data. Mastery of cyber threats, vulnerabilities, and specific operational impacts of cybersecurity lapses. Mastery of communication methods, principles, and concepts that support the network infrastructure. Mastery of capabilities and applications of network equipment, including routers, switches, bridges, servers, transmission media, and related hardware. Mastery of the organization's Local and Wide Area Network connections. Mastery of telecommunications concepts (e.g., communications channel, systems link budgeting, spectral efficiency, multiplexing). Mastery of network systems management principles, models, methods (e.g., end-to-end systems performance monitoring), tools, and service management concepts for networks and related standards (e.g., ITIL). Mastery of system configuration methods and practices for assigned systems. Mastery in troubleshooting complex system issues and identifying root causes. Mastery of, and skill in applying IT problem management methods and practices. Mastery of, and skill in applying customer support concepts, principles, methods, and practices. Mastery of, and skill in applying the interrelationships among different IT disciplines. Mastery of, and skill in applying project management principles and methods. Mastery skill and ability to make sound, well-informed, and objective decisions; be open to changing and new information to adapt behavior and work methods positively. Mastery ability to communicate effectively both orally and in writing to document technical support procedures and train technical staff. Broad, professional knowledge of IT systems and infrastructure, encompassing POS systems for retail, food, recreation, child & youth, and lodging operations; ERP systems (including financial, procurement, and data warehousing applications); operating systems; systems software applications; telecommunication networks; hardware components; and various cloud service models. Knowledge of business process analysis, requirements gathering, and workflow documentation. Knowledge of cybersecurity and privacy principles, including PCI compliance for payment processing where applicable to assigned systems. Knowledge of, and skill in one or more of the following software applications that the CNIC NAF organization supports: enterprise applications (ERP), program support applications (point-of-sale and recreation/activity management systems), commercial global networks, on-premises datacenters, cloud-based environments, and software-as-a-service beyond service desk software applications. Knowledge of, and skill in applying communication methods and techniques. Knowledge of a broad variety of electronic devices (e.g., desktops, laptops, tablets, access control devices, digital scanners, barcode readers, networking components, printers, mobile phones, etc.). Knowledge of system administration concepts for operating systems such as but not limited to Linux, iOS, Android, and Windows operating systems. Knowledge of organizational security policies. Knowledge of Personally Identifiable Information (PII), Personal Health Information (PHI), and Payment Card Industry (PCI) data security standards. Knowledge of system architecture methodologies, infrastructure design, system integration, contingency planning, and system life cycle management. Knowledge of DOD and DON cybersecurity policies. Skill in configuring and optimizing software, including utilizing software-based computer protection tools (e.g., software firewalls, antivirus software, anti-spyware). Skill in diagnosing connectivity problems. Skill in maintaining directory services (e.g., Microsoft Active Directory, LDAP, etc.). Skill in using virtual machines (e.g., Microsoft Hyper-V, VMWare vSphere, Citrix XenDesktop/Server, Amazon Elastic Compute Cloud, etc.). Skill in interfacing with customers. Skill in conducting system/server planning, management, and maintenance. Skill in correcting physical and technical problems that impact system/server performance. Skill in troubleshooting failed system components (i.e., servers). Skill in identifying and anticipating system/server performance, availability, capacity, or configuration problems, including possible causes of degradation and initiating mitigating actions (with assistance as needed). Skill in installing systems and component upgrades (i.e., servers, appliances, network devices). Skill in monitoring and optimizing system/server performance. Skill in recovering failed systems/servers (e.g., recovery software, failover clusters, replication, etc.). Skill in operating system administration (e.g., account maintenance, data backups, maintaining system performance, installing and configuring new hardware/software). Skill in conducting research and applying innovative solutions to business and system problems. Skill in the effective and efficient use of planning and project/task assignment and tracking software. Skill and ability to consistently develop and sustain cooperative working relationships with team members and within the organization.
