Job Description

Education Service partners with all medical center services, VHA program offices, Veterans Integrated Service Network, universities, other medical facilities, and community programs to provide quality workforce education and training to improve outcomes in Veteran clincal care, academic affiliations and health care operations and administration.

**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. To qualify for the GS 1712 occupational series applicants must meet one of the following Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject areas of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include; Teaching or instructing in an adult education program, secondary school, college, military installation or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc. and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the above IOR, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to use a wide range of developing course materials for training programs; performing program support work such as the collection, compilation, research, and/or tracking of data and program information related to different training; working collaboratively with the instructor to develop and establish the minimum standards by which education programs and/or projects will be evaluated; and preparing and delivering presentations on various topics. Preferred Experience: Master's degree or higher in education or related field. Experience/Expert knowledge of concepts, principles and theories of instructional methods such as teaching, training, developing curricula, making presentations or lecturing and testing- all related to training/educating adult learners. Three or more years experience of leadership and supervisory skills. Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting acquisition, and management process to prepare long-range (5 year) and short-range goals and outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as setting up a classroom environment.
