Job Description
As a Management & Program Analyst (Budget) at the GS-0343-13, you will be part of the Office of General Counsel (OGC), Library and Business Division (LBD). If selected, you will be responsible for providing administrative, analytical, financial, and contracting support to headquarters and field litigation units.
**Qualifications:**
For the GS-13: You must have one year of specialized experience equivalent to the GS-12 level in federal service. Specialized experience must include Experience: Performing budget execution functions, including monitoring and reconciling accounts, obligating and deobligating funds, preparing financial reports, and ensuring compliance with financial regulations and allocations. Overseeing procurement activities such as planning, market research, evaluation, and contract monitoring in accordance with the Federal Acquisitions Regulation (FAR). Coordinating administrative and human resources support functions such as training, hiring processes, performance plan tracking, inventory, and travel logistics, while collaborating with internal stakeholders to support program operations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
