Job Description

The LEAD User Role Assignment (URA) Coordinator supports the coordination of assignment of end user roles (to include training for doctors and students in their respective service in computer software and equipment) within the electronic health record at their local facility. This also includes respective community-based outpatient clinics (CBOCs) and works directly with the Change Leadership Team (CLT).

**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized Experience: Experience managing projects and developing programs with responsibility for data collection, management, and reporting and experience developing policies, reports and correspondence. OR, Education: (TRANSCRIPT REQUIRED) - Applicants may substitute graduate education for the required experience. To qualify based on education for this grade level, you must possess a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: (TRANSCRIPT REQUIRED) - Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and higher-level level graduate education as described above. NOTE: Transcripts must be submitted with your application materials. Preferred Experience: Experience with VHA provisioning and deprovisioning processes, including assigning and maintaining end user roles within an Electronic Health Record system, preferably the Federal EHR (Oracle Health). Familiarity with the Electronic Health Record Modernization (EHRM) program, including Identity and Access Management (IAM) processes and coordinating URA activities with department heads and Super Users. Demonstrated change management skills, with the ability to support staff through system transitions, communicate updates effectively, and adapt to rapidly evolving processes in a large healthcare organization. Proficiency with Microsoft Office tools including Excel, SharePoint, and PowerPoint; MySQL knowledge is a plus, with a background in education, administration, or health informatics preferred. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.
