The primary purpose of this position is: To serve as the Deputy Chief of the Communications Security (COMSEC) Branch in the US Central Command, Command and Control, Communications and Computer Systems Directorate supporting all telecommunication and automated information systems, plans, and security policy within the Command.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; as well as experience utilizing a wide range of Communication Security (COMSEC) system concepts, principles, and practices to accomplish work processes through the use of telecommunication devices, services, and facilities; the utilization of budgetary systems, contract procedures, and legal requirements during the planning and programing of COMSEC communication systems; and acting as the technical authority during the development of procedures, policies, practices, and requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Mastery knowledge of a wide range of communications security (COMSEC) concepts, practices, standards, operational requirements, equipment characteristics, interoperability requirements and COMSEC keymat attributes associated with equipment types, and the ability to relate to user requirements. 2. Comprehensive knowledge of national and international policies, directives and other regulatory material effecting management of U.S. and Foreign Military Sales (FMS) COM SEC accounts. 3. Expert knowledge of performance characteristics of telecommunications media to effectively plan, program, develop/modify, and ensure compliance with National Cryptological Telecommunications Systems policies and procedures 4. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. 5. Ability to understand and analyze technical documentation, plan, organize, lead others in studies or projects and to work well with others as part of a team. 6. Knowledge of cryptographic management procedures and theories supporting secure connectivity requirements for military and governmental headquarters info structures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
