Job Description

The candidate serves as a team leader for FHWA office with responsibility for administering the Federal-aid Highway Program within the State. The program include participation in activities related to planning, environment, design, construction, and financing of projects. The candidate provide leadership to assigned staff, serve as a member of a cross-functional team supporting program and project delivery, and represent FHWA in contact with the State DOT, other agencies, and the public.

**Qualifications:**
To meet the basic qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements. For the GS-13 on Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience in planning, design, or construction of highway or transportation project features (such as roads and bridges) in accordance with engineering design and construction standards, principles and methods; AND Experience in consultation with others, developing alternatives and helping to resolve engineering issues or conflicts that arise with processes or outcomes; AND Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight. Although you must meet the mandatory education requirement, you cannot qualify for GS-12 and above grades based solely on education, you must meet the specialized experience, which is cited above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis. Compliance – Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Leadership – Influence, motivate, and challenges others; adapt leadership styles to a variety of situations. Technical Credibility - Understand and appropriately apply principles, procedures, requirements, regulations, and policies related to specialized expertise. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately. Written Communication - Write in a clear, concise, organized, and convincing manner for the intended audience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
