The primary purpose of this position is to provide installation wide postal operations by processing and distributing all incoming, outgoing and intrabase official communications, as well as the safeguarding and processing of classified mail, transiting Joint Base San Antonio (JBSA) in support of the official mail cost control program.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of publications governing the control and processing of various types of mail, including special services mail; protecting and processing administrative communications for official mail (routine and accountable), parcels, domestic and international mail; applying and enforcing postal, acquisition, and administrative communications directives and policies; applying directives and policies to recognize problems and recommend improved procedures and methods to increase efficiency; utilizing Microsoft Office suites to perform everyday office activities; produce a variety of complex textual documents such as reports, lists, and letters; applying security regulations, established guidelines, procedures, and practices for handling sensitive documents; ability to input data into an automated data processing system in order to keep track of accountable mail; operating automated mail-sorting equipment, mail metering systems, and accountable mail systems to sort and distribute mail. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the functions, organizational structures and locations of the units serviced in order effectively receive, organize, and deliver administrative communications in an expeditious manner. 2. Extensive knowledge of postal and agency instructions governing the receiving, controlling, transporting and processing of all classes of mail, including special services mail and commercial carrier mail like matter. 3. Knowledge of DoD, Air Force, USPS, OSHA safety and security regulations, practices, and procedures of the Postal Service Centers and the Official Mail Center regulations. 4. Ability to input data into an automated data processing system used for processing mail in order to keep track of accountable mail. 5. Knowledge of automated mail sorting equipment, mail metering systems, ad accountable mail systems in order to sort and distribute mail. 6. Ability to communicate effectively, both orally and in writing in order to establish and maintain productive work relationships within the organization and to provide customer mail service and support to numerous personnel within and outside the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
