Program Analyst

Participates in the development and implementation of both short-and-long term data analytics plans and policies for systems and operations. Integrates internal administrative policies with the standards and requirements of various regulatory and accrediting bodies, and to the impact of internal policies on outside entities such as the Department of Defense, other VISN Medical Centers, and the community at large.

**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE DETERMINATION GS-7 A) Education One full year of graduate level education in a course of study (e.g. Statistics, Data Analytics, Database Management) that directly reflects the job-related KSAs/competencies necessary to perform the duties of the position, or Superior academic achievement (S.A.A.) Bachelor's degree from an accredited college or university, or will expect to complete the requirements for a bachelor's degree within 9 months, and meet one of the below requirements. Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.): Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. Election to membership in a national scholastic honor society: based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. OR B) Specialized Experiences. One year of specialized experience equivalent to the GS-05 level in the Federal service which includes: Assists in the collection, organization, or validation of program or administrative data to support reporting and operational needs. Modifies pre-built solutions within enterprise platforms to execute existing workflows and or generate reports. Applies established procedures to track program metrics, identify routine discrepancies, or ensure data accuracy under supervision. OR C) Combination of Education and Experience. See below GRADE DETERMINATION GS-9 A) Education Master's, or equivalent graduate degree, in a course of study (i.e. Statistics, Data Analytics, Database Management) that directly reflects the job-related KSAs/competencies necessary to perform the duties of the position, or 2 academic years of progressively higher-level graduate education in a course of study (i.e. Statistics, Data Analytics, Database Management) that directly reflects the job-related KSAs/competencies necessary to perform the duties of the position, or LL.B. or J.D., if related. OR B) Specialized Experiences. One year of specialized experience equivalent to the GS-07 level in the Federal service which includes: Contributes to the development of basic applications, workflows, and visualizations using digital and analytics tools (e.g., Power Platform, ServiceNow, Salesforce). Integrates data from multiple internal sources to provide actionable insights for management. Implements automated or data-driven solutions on moderately complex assignments. OR C) Combination of Education and Experience. See below GRADE DETERMINATION GS-11 A) Education Ph.D, or equivalent doctoral degree, in a course of study (i.e. Statistics, Data Analytics, Database Management) that directly reflects the job-related KSAs/competencies necessary to perform the duties of the position, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR B) Specialized Experiences. One year of specialized experience equivalent to the GS-09 level in the Federal service which includes: Analyzes data to develop digital solutions, using analytics and workflow platforms (e.g., Power Platform, ServiceNow, Salesforce) to support applications, automations, and visualizations under general guidance. Leads efforts to evaluate program effectiveness or develop performance measures, both to provide data-driven recommendations to leadership. Plans or executes projects involving complex data analysis, process improvement, and operational optimization. OR C) Combination of Education and Experience. See below GRADE DETERMINATION GS-12 Specialized Experiences. One year of specialized experience equivalent to the GS-11 level in the Federal service which includes: Designs or implements advanced digital solutions using modern analytics (e.g., Power BI) and workflow platforms (e.g., Power Platform, ServiceNow, Salesforce) to create integrated applications, automations, and visualizations. Establishes data practices or applies advanced analytics, both to support decision-making. Leads cross-functional efforts or advises leadership, each focused on major organizational initiatives and improvements. Combination of Education and Experience (applicable to GS-7, GS-9 and GS-11): Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
