Job Description
The Supervisory Human Resources Specialist (Employee & Labor Relations) position serves as a first-level supervisor over a staff of Human Resources (HR) specialists and technicians performing various assignments in support of the Division's wide-ranging employee and labor relations mission, and the highest level of work directed is graded at the GS-12 level.
**Qualifications:**
You must meet the Office of Personnel Management (OPM) qualifications for series 0201 and additional requirements by the announcement closing date. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Providing staff level management advisory service on a full range of employee (ER) and labor (LR) relations issues. Experience as the Subject Matter Expert (SME) to other consultants handling negotiations that typically involve the development of new approaches and management staff pertaining to Performance Management, Awards Program, Reasonable Accommodation, Disciplinary and Adverse Actions, Grievances, and Appeals Experience within the Federal Service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Providing technical guidance and/or direction to ER personnel, supervisors, and management staff pertaining to Performance Management, Workers Compensation, Awards Program, Reasonable Accommodation, Disciplinary and Adverse Actions, Grievances, and Appeals Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
