Job Description

You will serve as a LEAD CONTRACT SPECIALIST under the Resident Officer in Charge of Construction (ROICC) Acquisitions Division of NAVFAC NORTHWEST.

**Qualifications:**
In addition to the Basic Education Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing construction contract actions (such as for industrial, commercial, high-occupancy, and utility constructing projects) in accordance with relevant laws, regulations, policies, standards, or procedures; 2) Performing contract negotiations and terminations, evaluating contractor claims or settlement proposals, and executing settlement agreements; 3) Serving as an authority on the acceptability and applicability of contractual matters and actions; 4) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout; and 5) Providing advice, training, guidance, and interpretation for a team on procurement regulations, policies, and procedures.
