Job Description

As a senior expert in OMB's National Security Division (Intelligence Programs Branch), the Program Examiner leads analyses on budget, legislative, and management issues for major federal programs. The incumbent supports the President in overseeing the federal budget for defense and intelligence programs, conducting special studies to guide financial management, procurement, and policy work.

**Qualifications:**
MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1. Analyzing, evaluating, and providing recommendations on agency plans to implement and resource national security policies governing cybersecurity, cyber operations, signals intelligence (SIGINT), or Special Access Program (SAPs); 2. Assessing the efficiency and effectiveness of programs that perform cybersecurity, cyber operations, SIGINT, or SAP activities, to include recommending programmatic changes that align resources with national security priorities; 3. Collaborating across a large organization to collect and synthesize interdisciplinary technical data, assess tradespace, and propose actionable options for the allocation of resources; and 4. Experience working within, or overseeing programs executed or overseen by, the National Security Agency (NSA), U.S. Cyber Command (USCYBERCOM), SAP Central Office (SAPCO) or any organization with the Department of War (DoW) or Intelligence Community (IC) that executes or oversees cybersecurity, cyber operations, SIGINT, or SAP activities. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1.Directing and performing analysis and evaluation of agency plans to implement and resource national security policies governing cybersecurity, cyber operations, SIGINT, or SAPs; 2. Assessing the efficiency and effectiveness of portfolios of programs that perform cybersecurity, cyber operations, SIGINT, or SAP activities, advising senior officials of recommended programmatic changes to align resources with national security priorities; 3. Partnering across multiple disparate organizations to synthesize interdisciplinary technical data and influence decision tradespace, communicating concise and actionable resource allocation recommendations to senior officials; and 4.Experience leading teams working within, or overseeing programs executed or overseen by, NSA, USCYBERCOM, SAPCO or any organization with the DoW or IC that executes or oversees cybersecurity, cyber operations, SIGINT, or SAP activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
