Job Description

The incumbent supervises subordinate staff and employees in matters relating to training, training programs, and training systems for field employees in the Veterans Service Centers. Serves s prior advisor to the Assistant Director and Director Compensation Service Training Management Staff in these areas, as well as regulatory, procedural, and operational aspects of the Compensation program on the national level and exercises significant program expertise.

**Qualifications:**
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/10/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must have documented knowledge of a complex field of laws, regulations, and Federal legislation pertaining to the full range of Veterans benefits and a comprehensive and thorough knowledge of state, federal and local benefits programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds. Preferable experience as a Senior Veterans Service Representative (SVSR), Rating Quality Review Specialist (RQRS), Authorization Quality Review Specialist (AQRS), Supervisory Veterans Service Representative (Assistant Coach or Coach), Decision Review Officer (DRO) or Assistant Service Center Manager (AVSCM) and/or Veterans Service Center Manager (VSCM). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This work at this level is primarily sedentary.
