SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN)

The primary purpose of this position is: To serve a lead Information Technology (IT) Specialist to develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs.

**Qualifications:**
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of IT system concepts, principles, and methods to evaluate the effectiveness of the data and support tiers. Knowledge of planning, programming, and managing communication systems infrastructure projects supporting the IC community, CYBER, HQ 16 AF, and Information Warfare mission directives. Experience identifying, analyzing, implementing, acquiring, integrating, and evaluating infrastructures and IT programs such as Sensor Bus, A6 Spend Plan, Information Technology Commodity Counsel, IT and Cyber coordination and collaboration. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of planning, programming, and managing communication systems and network infrastructure projects supporting HQ 16 AF; knowledge of comparable systems in use in other agencies and the private sector for accomplishing similar applications, and knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization. 2. Knowledge of IA and MA technologies such as COMSEC, COMPUSEC, EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, and computer architectures. Knowledge of NIPRNET, SIPRNET, AF JWICS and National Security Agency Network (NSANET). 3. Knowledge of safety and security regulations, practices, and procedures. 4. Skill in developing new or modified work methods, processes, or information protection procedures; and ability to develop and articulate technical direction and approaches to formulating interoperability plans, implantation plans, and project management; plan for resources against approved programs, analyze budget impacts on programs, and forecast funding requirements. 5. Skill in financial management, acquisition programs, program, and project management. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
