Job Description

As the Director of Human Resources, you'll be responsible for providing the full range of human resources services. You'll be delegated authority to plan, develop and implement the human resource program, position classification, position management, recruitment and staffing, employee development, performance management, employee relations and disciplinary actions, compensation and payroll administration, and the special requirements and authorities related to Administrative Law Judges.

**Qualifications:**
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing enterprise-wide leadership for human capital and people operations, overseeing all HR functions and ensuring compliance with applicable employment laws, merit-based practices, labor standards, and equal employment opportunity requirements. Advising senior executives and board-level leaders on high impact workforce strategy, organizational design, executive talent management, and large scale change initiatives critical to business performance and mission outcomes. Exercising decision-making authority over complex, high risk, and precedent setting people matters, including executive employment actions, employee relations and labor issues, disciplinary actions, discrimination claims, and workplace accommodations. Leading large HR organizations and multimillion dollar budgets, driving modernization, governance, and data driven workforce strategies that strengthen performance, operational efficiency, and organizational accountability. (Note: There is no education substitution for this grade level.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
