**Qualifications:**
MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Providing advisory and technical services by applying in-depth knowledge and thorough understanding of Federal human resources laws and regulations. Performing functional duties in key areas, including employee benefits, retirement processing, and retirement counseling. Knowledge of Postal Service Form 50 (PS-50) or Standard Form 50 (SF-50) processing. Leading or contributing to HR process improvement initiatives or projects. Creating and delivering presentations. DESIRABLE QUALIFICATIONS Familiarity with the USPS Human Capital Enterprise System (HCES) or other similar system used for processing PS-50 or SF-50 actions, as well as processing PS-50 or SF-50 personnel actions. Knowledge of Federal Employees Health Benefits Program (FEHB), Postal Service Health Benefits (PSHB), Federal Employees' Group Life Insurance (FEGLI) and/or Federal Employees Retirement System (FERS) programs and eligibility requirements. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Ability to interpret laws and clearly explain the rules to employees during one-on-one counseling related to retirement options, Thrift Savings Plan laws, civilian and military service regulations, group life and health insurance benefits programs. Demonstrated experience resolving customer service issues relating to employee benefits programs. Ability to effectively and clearly communicate with various audiences, both orally and in writing. Strong analytical skills to assess HR data for effective resolution. You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section (no response or "See resume" or similar language will be scored a zero (0)); or receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
