The primary purpose of this position is to serve as Human Resources Specialist (Information Systems) for the AFMC Classification and Staffing Operations Branch with responsibility for providing technical analysis and assistance on the operation of the Human Resources automated systems and reporting tools.
**Qualifications:**
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience must include independently analyzing and resolving complex operational issues within multiple Human Resources (HR) information systems. This includes applying an expert knowledge of HR principles for staffing and classification to automate processes, ensure system compliance, and administer system operations. The experience must also include developing insightful data visualizations and custom reports to support strategic decision-making. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. The ideal candidate for the Human Resources Specialist (Information Systems) position is a proactive and analytical professional with a unique blend of deep human resources knowledge and strong technical systems expertise. This individual thrives on translating functional HR needs into technical solutions that directly support AFMC's classification and staffing operations and briefings to senior leaders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions. 2. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, fact finding and analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods. 3. Knowledge of databases, higher-order programming tools and retrieval languages associated with the HR information system(s) and system capabilities, procedures, limitations and retrieval options. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. 5. Skill in conducting reviews and analyzing and assessing HR data analytics to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 6. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
