PROGRAM MANAGER

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate (PMOD), Infrastructure located in Marfa, TX. **Qualifications:**
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing end-to-end lifecycle of complex infrastructure and/or technology projects (e.g., planning, budgeting, scheduling, risk management, and closeout) with clearly defined cost, schedule, and performance baselines and documented achievement of key milestones; Developing and implementing program management processes, performance metrics, and reporting mechanisms to monitor program outcomes, identify variances, and recommend corrective actions that improve operational effectiveness or efficiency; Coordinating the work of multidisciplinary teams and stakeholders (e.g., engineering, acquisition, finance, and operational field units) to resolve issues, align requirements, and deliver integrated solutions on time and within approved funding; Formulating and Leading the execution of program budgets, including preparing funding requests, tracking obligations and expenditures, and reallocating resources to meet changing priorities while complying with applicable policies and controls; Monitoring internal controls and risk-mitigation measures to prevent fraud, waste, and misuse of resources, and to ensure compliance with applicable laws, regulations, and agency policies.
