Program Manager (Asset Manager)

About the Position: You will serve as a Program Manager for the Washington Aqueduct Division. Responsible for independently developing and managing the Washington Aqueduct's Asset Management Program and providing asset management technical oversight in support of Operations and Maintenance functional areas.

Specialized Experience: One year of specialized experience which includes (1) Managing a comprehensive asset management program by providing technical oversight and strategic direction for a complex portfolio of assets, such as those in a water utility; (2) Developing a long-range strategic asset management plan that established standardized processes, metrics, and risk-based life cycle cost strategies to ensure the sustainability of infrastructure; (3) Analyzing complex technical and operational issues to evaluate planned approaches, define unprecedented conditions, and prepare actionable recommendations for senior leadership; and (4) Directing an organization's energy and water management program by developing conservation projects, tracking consumption data, and implementing efficiency strategies to meet federal mandates and organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
