Job Description

You will serve as a Management Analyst in the Navy International Programs Office of NIPO FMS FIELD OFFICE.

**Qualifications:**
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector: Utilizing Department of State (DoS), Department of Defense (DoD) and Department of the Navy (DoN) legislative, statutory, regulatory policy and directive guidance pertaining to Title 10 Security Cooperation programs and Title 22 Security Assistance programs including FMS, FMF, leases, and Building Partner Capacity (BPC) programs. Experience with the development, implementation, and management of FMS case Letters of Offer and Acceptance (LOA), to include associated systems such as the Defense Security Assistance Management system (DSAMS) and the Security Cooperation Enterprise Portal (SCIP). Providing representation on organizational and program matters/issues to all levels of interest both internal and external to the organization. Communicating effectively and interacting with senior levels of US Government, industry, and foreign officials orally and in writing. Utilizing basic office computer software to perform review, analytics and document preparation using IT tools such as MS Excel, Power Point, Word or similar software/database tools.
