**Qualifications:**
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions for series 0801. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR COMBINATION OF EXPERIENCE AND EDUCATION: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: Provides professional engineering consultant services to organizations to ensure feasibility and compliance with sound engineering practices. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of advanced engineering concepts and principles to identify, coordinate, and integrate the various engineering disciplines (architecture, civil, mechanical electrical) to deliver expert advisory services and accomplish cost-effective, high-quality design and construction activities ensuring projects are in line with USAF, 16th Air Force and partnering agencies' goals and objects. Knowledge of advanced theories, concepts, and principles practiced in the science of professional civil, mechanical, electrical and architectural engineering to provide authoritative interpretations of guidelines and practices used in the design and construction of new facilities or the repair, restoration, and alteration of existing facilities. Must have knowledge of a broad range of system application and architecture, and operational methodology related to the 25 AF mission. Incumbent must stay current on changing technology through participation in self-development and formal technical training courses. Skill in applying data-gathering, analytical and evaluative techniques to identify, consider, and resolve issues or problems concerning the efficiency and effectiveness of program operations; and the ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Must have the ability to resolve managerial problems related to facility renovation, systems engineering, and installation planning issues. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Must have knowledge of, and experience in, utilization of management techniques, with emphasis on personnel and project management Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. OTHER SIGNIFICANT FACTS: Must have a degree in engineering with mastery of advanced concepts, principles and practices of general engineering that will enable him to serve as an expert in the engineering and construction of a full range of facility requirements to support critical and continuous operations on communications type operations facilities. Incumbent must achieve certificate of registration as a professional engineer issued by an appropriate licensing agency in one of the 50 states or US territories within twelve months of assignments. Licensing is required because of professional/ethical considerations involved when incumbent is required to review, approve and possibly change design documents prepared and submitted by licensed professional engineers in other agencies or in the private sector. This position has been designated by the Air Force as a Testing Designated Position (TDP)under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Work may occasionally require travel away from the normal duty station on military and commercial aircraft. The work may require the employee to drive an motor vehicle. An appropriate, valid driver's license may be required for the position. The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
