Job Description
This CYP position consists of Child Development Centers (CDC), Family Child Care Homes (FCC), School Age Care (SAC), School Liaison Programs (SLP), Youth Programs (YP), and other programs for ages birth to 18 within the CNIC area of responsibility (AOR), which includes up to 10 Navy Regions worldwide.
**Qualifications:**

A qualified candidate possesses the following: Knowledge of N96 Child and Youth Program operations and management to include fundamental and technical knowledge. Knowledge and understanding of DON/DOD philosophy, goals, vision, policy and programs relating to child and youth issues of military members. Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures. Knowledge of research methodology, information retrieval, and date organization for analysis, decision making, and formulation of recommendations. Knowledge of CNIC's organizational structure, functions, missions, objectives, and strategic goals to ensure program recommendations align with CNIC priorities. Knowledge of Fleet Readiness functions, organizations, policies, resources, and analytical and evaluative processes. Knowledge of proof reading and editing, and document production and publication layout. Knowledge of a wide range of qualitative and/or quantitative analytical and evaluation methods and techniques sufficient to assess program effectiveness, identify trends, and project future program needs. Knowledge of planning, programming, and budgeting regulations, guidelines and processes to analyze policy impact on resource allocation. Skill in project management, including planning, implementing, tracking, and reporting progress on project goals and activates, as well as managing risks and adapting plant to address unexpected events. Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations. Skill in the use of Microsoft Office Programs (e.g. Word, Excel, PowerPoint, Outlook), and other operating systems used in the program area. Skill in developing, organizing and conducting executive studies through team efforts. Skill in applying fat-finding and investigative techniques to identify and analyze systemic trends from complex compliance and operations date and making recommendations for improvement. Skillin adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and efficiency, especially where precedents are lacking. Skill in preparing comprehensive reports, briefings, and executive summaries to communicate study findings, and recommendations. Ability to formulate opinions, articulate positions, negotiate, resolve conflict, manage time and work, accomplish personal goals and objectives as well as contribute to team goals and objectives, and apply positive and effective customer service behavior with all internal and external customers. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to work on multiple projects, concurrently, ensuring deliverables are completed on time are of the highest quality and enhance the reputation of Navy CYP. Ability to use feedback and measurement to improve products and services and to represent a customer-oriented brand in all communications and written products. Ability to communicate effectively both orally and in writing using communication and interpersonal skills. Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs. Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations. Ability to think and work strategically with long-and short term processes in mind. Ability to discern and resolve conflicts. Ability to develop and effectively deliver presentations and/or training.
