The primary purpose of this position is to provide business advice to the customer and perform preaward and postaward functions, using a wide range of contracting methods and types to procure complex or specialized services, commodities, and/or construction for the organization.
**Qualifications:**
Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Applicants must meet the basic requirements and Specialized experience as stated in this announcement. BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. SPECIALIZED EXPERIENCE: Applicants must meet the mandated bachelor's degree and have (or will have) at least 52 weeks of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade (GS-04) (or equivalent in an alternative pay system in the federal service). Specialized experience is experience in providing business advice to the customer and performing preaward and postaward functions, using a wide range of contracting methods and types to procure complex or specialized services, commodities, and/or construction for the organization NOTE: You must submit copies of your official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of government and agency-specific guidelines and business practices including statutes, regulations, policies and procedures that cover different contract types. 2. Ability to communicate orally and in writing. 3. Ability to plan, organize work, and meet deadlines. 4. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations while working cooperatively as a member of a team. 5. Ability to negotiate and administer contracts. 6. Ability to identify problems and develop innovative solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
