The primary purpose of this position is to counsel DOD military and civilian personnel, their family members, and DOD civilian contractors on a variety of passports, visa subjects and will be sight security manager to override our ID card office for DEERS and RAPIDS.

**Qualifications:**
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Contact Representative, Series 0962. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard policies and procedures governing the overall passport, Visa, SOFA, and foreign clearance operations sufficient to advise on/and resolve non-controversial, well-documented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions, and to make informed judgments on passport problems and issues. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of State, Department of Defense, and Air Force rules, procedures, directives and instructions, and operations that apply to the employee in order to perform the procedural work of the office for preparing and processing official passports and visas. Knowledge and ability to research, analyze, interpret, and apply rules, regulations, procedures, and standard safety and health practices relating to passport and visa application and military relocation actions. Knowledge and ability of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports on any subordinate employees, orders for military personnel, spreadsheets, databases, graphs, government computer programs/systems, and official government documents as it relates to passport and visa requests and relocation of military personnel. A qualified typist is not required. Knowledge of correct grammar, spelling, punctuation, capitalization, and formation to be able to accurately prepare and edit documents, written correspondence, reports, and charts. Ability to plan, organize work and meet deadlines. Ability to speak distinctly and communicate effectively both orally and in writing and maintain effective work relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
